企業運作需仰賴「人」即 員工,而人才的選用即是人力資源管理的源頭, 也是人力資源管理功能中最重要的一環,而人才招募進來後,其工作環境也會影響工作產出的效率。過去不少有針對人才招募及辦公環境成效進行學術研究報告,但受到傳染 疾 病等外部環境影響,對於人才招募、工作環境學術性報告尚屬少數。本研究主要針對外部因素, 係因 傳染疾病影響國內企業人力資源「招募徵選」及「辦公環境」的應對方式 與 問題 及政府政策與企業間的相互關係 進行深入探討。本研究透過文獻分析法及深度訪談法,針對中南部地區製造業及服務業六家企業個案分析,結果發現:一、招募徵選 主要是採取視訊招募、視訊招募與實體招募並行兩種模式,而過

程中所遭遇之 狀 況主要是軟體使用熟悉度可用雙方較為習慣的軟體為因應; 紙本測驗轉換可用 G oogle 及 M ail 等方式克服;而網路傳輸穩定度仍須仰賴第三方企業給予協助改善。二、辦公環境 主要是遠距工作、分流辦公等模式進行,而過程中所遭遇之狀況主要是出缺勤狀況、辦公效率、空間需求及行政流程 等問題,而解決方案,一提供紙本或線上打卡之科技軟體因應,二提供專案進度追蹤管理辦公效率,三擴增及改善空間需求,四提升資訊設備數量等。三、在政府政策 紓困 補助方面,對於 個案公司 實際幫助 並不顯著。四、遠距工作與職業安全之間關聯,政府並未實質對遠距工作者工作環境及職業安全明訂保護,因此國內企業仍以

隨著世界人口的增長,都市供水將增加淨水需求進而提高淨水處理廠的能力,淨水處理廠 (Water Treatment Plant, WTP) 在運作時會對環境造成影響,例如產生固體廢物、空氣污染、噪音等。印度尼西亞是世界上人口第四多的國家,其供水需求量很高,在淨水處理過程會產生溫室氣體 (Greenhouse Gases, GHGs),尤其會產生二氧化碳,然而,印度尼西亞承諾在2030年將減少與二氧化碳排放基線(business-as-usual, BAU)相比之排放。與人口眾多的印度尼西亞不同,台灣土地面積比印度尼西亞相對來說較小,但人均淨水供應量卻高於印度尼西亞。因此,本研究分析了印度尼西亞

(泗水市的 Karang Pilang I、II、II、Ngagel I、II、III 和 Mojokerto 市)與台灣(台北市的直潭、長興以及公館) 淨水處理廠的碳足跡(Carbon Footprint, CF)生命週期,以比較印度尼西亞和台灣的WTP 的結果。本研究以 ISO 14067:2018 作為指南,利用生命週期評估 (Life Cycle Assessment, LCA) 量化碳足跡,分析軟體則使用 SimaPro,採用 IPCC GWP 100a 和 ReCiPe方法學 。 結果顯示,台北市直潭淨化廠除了化學混凝劑的消耗是影響碳足跡結果的主要因素之外,電力消耗更是影響碳足跡結

果的主要促成因素,尤其是取水運行時所消耗的電力。因為在取水的過程中,使用了一些大型泵、面板等其他電氣設備從河流中抽取水並送到下一個處理程序。對於直潭來說,化學品的消耗與水的處理有非常大的關聯性。因此,針對電力與化學品使用做出良好的管理,將會是減少淨水處理廠所造成的環境影響的好方法之一。
