國軍軍備工廠為因應國防政策指導一波又一波的組織再造、減併及人力裁員,自1997年起實施精實案、精進案、精粹案等三案組織改革方案,現又提出勇固案的再精進案之改革。顯示國軍各單位持續面臨改革,而生產工廠在調降總員額目標之政策下,每年除了少數的初任官補充外,士官及聘雇員工﹙含般聘、科聘、評價聘僱﹚幾乎是逾退不補。單位內如何慰留現有人員,並妥慎運用人力,以達成上級交付之任務,就變得十分重要。本研究探討人員人格特質、工作滿意對組織承諾之影響性探討,採問卷調查法,以國軍南部地區軍備工廠成員為研究範圍,共發放200份問卷,有效問卷計193份,回收率為96.5%。本研究主要運用描述性統計、信度分析、因素分析

、效度分析、迴歸分析等統計分析方法,並採SPSS19.0統計軟體為統計分析工具。主要研究結果發現軍備工廠人員之人格特質對組織承諾有顯著影響,對工作滿意度也具有顯著的相關,而工作滿意度與組織承諾間相互具有顯著的影響。當國軍軍備工廠面臨組織縮減的同時,可透過人格特質分工及提高工作福利,使其在軍備工廠工作的人員均能樂在自己的工作本位上,藉此人員工作滿意度及組織承諾的提升,進而留用人才,如此,人員才能盡心不斷研發、創新、生產各式科技武器,並堅實國防戰力。
