汽機車所有人依規定要進行車輛定期檢驗及投保強制車險以保障用路人的安全,惟強制車險有效期不滿30天無法進行驗車或異動,而正是因為強制車險的業務將驗車廠與保險公司連結起來。在查驗車輛是否投保強制車險及後續的受理作業上,驗車廠碰到傳統紙本作業上所遇到的不便利性,包含查驗車輛是否投保、前端人員重複登打資料、繁瑣的受理作業、手動輸入資料的正確性、配合控管清查保險證等,種種因素都有可能會排擠到後面等待驗車的客戶,進而影響驗車廠的檢驗量能。驗車廠面對是否要導入電子式保險證的抉擇,縱然導入資訊系統後能夠簡化原有的紙本作業流程,亦可以透過資訊系統控管自動勾稽檢核保險證號,省去配合保險公司控管清查保險證的作業,

但是對於已經熟悉傳統紙本作業的前端人員來說,第一線要面對要快速完成驗車服務的壓力,新系統的導入勢必需要付出額外心力來學習;此外,要能成功導入資訊系統除了要確保專案範圍符合使用者的期待外,還要考量與其他單位間的資料傳輸安全性及系統穩定度等因素。本論文採用哈佛式個案撰寫法,包含個案本文及個案教學指引兩部分,研究將針對卡爾驗車廠導入資訊系統的過程中,運用科技接受模型提高使用者對於資訊系統的接受度,透過業務改善原有的紙本保險證流程,並透過價值共創與保險公司及政府機關共創電子式保險證的價值,最後以資訊系统成功模型探討卡爾驗車廠成功導入的經驗作為總結。
