the determining factors for cloud-computing adoption in the government domain without ignoring the e-government barriers. Three models -Diffusion of Innovation (DOI), Technology-Organization-Environment (TOE) and DeLone & McLean and IS Success Model (IS success) - combined to build a robust framewor

k.The study investigated the direct influence of three formative dimensions (risks, cost, trust) besides compatibility and relative advantage on the intention of government agencies to adopt cloud computing to improve e-government performance. The opinions resulted from (131) IT managers and IT spec

ialists across government agencies. The results articulated that sub-factors of risks (security, lock-in, complexity) negatively influence government agencies intention. The trust sub-factors (trust technology and trust in a cloud services provider) and compatibility are essential to adopt cloud-com

puting for e-government. Despite insignificant the relation of the relative advantage of cloud-computing on the intention of adoption, its appear essential to improve e-government performance.Overall, the results indicated a significant impact of adoption cloud-computing on improving e-government pe

rformance. If cloud-computing probably adopted, it will solve e- government barriers, especially in developing countries. The model can help decision-makers to a trade-off between the challenges and advantages of cloud computing. Particularly will Help them to take the informed decision whether to a

dopt cloud-computing or not. The study has many promising results to the academic sphere; especially it is the first study investigated in adoption cloud-computing to improve e-government performance empirically.
