本研究旨在探究轉銜政策作用下,大學在學青年從校園邁向職場的轉銜軌跡。應用Elder與Kohli的生命歷程研究視角,結合鉅觀與微觀兼具的「結構-制度-個人」分析框架,通過次級資料分析及深度訪談的方法,聚焦於青年轉銜過程所面對的勞動市場風險、政府應對這些風險採用的政策工具以及個體參與轉銜政策的生命軌跡詮釋。研究發現,勞動市場對轉銜青年的影響,既包含了結構變遷帶來的就業機會多元性式微、低薪常態、人力資本抑制、職涯的不明確性等;也包含了高等教育擴張所形成的高才低就、學用落差現況。前述成因共同形構了青年轉銜的困境,動搖了青年職涯自主的形成過程。藉由Bonoli歸納的政策工具檢視發現,2002年後針對在
